RALEIGH -- During the recently concluded legislative session the general assembly passed HB 1517, the Voter Owned Elections Pilot.  The bill has been signed into law, instituting a public financing program for three 2008 Council of State races, including the campaign for State Auditor. 

State Auditor Les Merritt today filed a declaration of intent to participate in the Voter Owned Elections Pilot program.
